A Bill to amend the Federal Australian Criminal Code with the intention of punishing and detering the illegal movement of people against their will for the purposes of profiteering. The consequences of this Bill include the criminalisation of migrant workers (including sex workers) in Australia, the ability for Australian Authorities to prosecute non-Australian citizens in other countries for discussing and planning to assist migrant workers to enter Australia, and the inclusion of evidence such as a persons ability to speak English as proof that they were trafficked against their will. Passed through the House of Representatives in late 2004 and sent to the Senate Legal and Constitutional Working Commitee in early 2005 for report to the Senate by March 7 2005.
